Returns XML String:

VesselID(Integer): Vessel Identification Number
TypeLookupName(String): Document Type
IssueDtTm(String): Issued Date
ExpiredDtTm(String): Expiration Date
OrganizationAbbr(String): Issuing Agency
Number(String): Serial Number of the Document
