Returns XML String:

Title(string): The Title Assigned to the Incident
StartDtTm(DateTime): The Date the Investigation was Opened
OwningUnitId(int): Unique Unit Id
ControllingUnitId(int): Unique Unit Id
OriginatingUnitId(int): Unique Unit Id
IncidentSubTypeLookupName(string): Incident Sub Type Name
Name(string): Vessel Name
CaseId(int): Unique Case Id
