I. INCIDENT BRIEF
On July 8, 2022 at approximately 1608, the GRACE BAILEY allided with the AMERICAN EAGLE while preparing to anchor in Rockland Harbor. According to the master of the GRACE BAILEY, they were attempting to tack but were unable to complete the tack in time to avoid the anchored AMERICAN EAGLE. GRACE BAILEY was approaching the AMERICAN EAGLE from the AMERICAN EAGLE's port side with all sails set and the yawl boat hauled up in the stern davits. There were no other vessels moored, anchored or maneuvering in the vicinity of GRACE BAILEY's track line towards the anchorage area. The GRACE BAILEY came head to wind a half of a boat length from the AMERICAN EAGLE's portside; The GRACE BAILEY approached the AMERICAN EAGLE on a port tack and had passed her headsails after coming alongside the AMERICAN EAGLE, a tack to try and avoid collision. The GRACE BAILEY was not able to tack and their headsails filled and pushed her bow towards the AMERICAN EAGLE. The AMERICAN EAGLE started her main engine, rolled the helm hard to port and pushed ahead at full throttle in an attempt to swing her stern to starboard to try and minimize the impact of the GRACE BAILEY. The GRACE BAILEY's bobchains and bowsprite struck the AMERICAN EAGLE's aft small boat stored in its davits on the port rail. The The GRACE BAILEY's jibboom pierced the AMERICAN EAGLE's mainsail, ripping through 12 panels and damaging lazy jacks and the main boom; all causing substantial damage. The GRACE BAILEY's jib boom broke and fell into the water as well as breaking a number lines and rigging for the jib and flying jib. There were no injuries or pollution reported. The initial report and damage had the potential to exceed $200,000, therefore, the marine employer of the GRACE BAILEY initiated drug and alcohol testing for the crew. Alcohol testing took place on site and all crewmembers of the GRACE BAILEY. Non-DOT Drug testing took place on July 9th, 2022. Drug testing is not in the timeline due to lack of an approved lab and no MRO. This incident met the criteria for a reportable marine casualty as the GRACE BAILEY allided with the AMERICAN EAGLE. The level of investigative effort required a data collection to be completed as the damage as a result of the allision was less than $100,000.
