I. INCIDENT BRIEF

SPV TRUTH was transiting from Santa Cruz Is. to Santa Rosa Is. in early morning hours with 24 psgrs aboard when licensed Mate fell asleep at the helm and ran aground at ~9 knots on the beach of Santa Rosa Is. No injuries occurred, and vessel sustained no damage.
Mate's 50 GRT license was inadequate for operating the 78 GRT vessel, and there is evidence of improper watchstanding/rest periods. See Enforcement Activity.
